- During the period of the ban, all Jamaat-e-Islami offices remained closed and organisational work was suspended because Maulana Maududi opposed illegal and underground activities, while Jamaat’s constitution also did not permit them.
- Institutions of religious education and student circles were established, while training programmes continued under different names or without any formal name.
- Public dissatisfaction with martial law continued to grow.
