Power Must Reach the People
Pakistan’s national policy must be guided by its constitution and national interests within the framework of the Qur’an and Sunnah. Laws that conflict with the Qur’an and Sunnah will be reviewed and repealed through constitutional and parliamentary processes. The Finality of Prophethood of Muhammad ﷺ and the honour of all Prophets will be protected. The constitutional jurisdiction and decisions of the Federal Shariat Court will be respected and implemented, and obstructive litigation intended only to delay their enforcement will be prevented through appropriate legal reform.
Parliament will remain the supreme representative institution for democracy and civilian rule. It shall strictly function under the sphere of preamble of the Constitution. International strategic, trade, economic, defence and educational agreements will require parliamentary scrutiny and final approval. The Election Commission will be granted genuine administrative, financial and adjudicatory autonomy. Consensus will be pursued on proportional representation, while an independent constitutional mechanism will scrutinise the integrity and eligibility of parliamentary candidates and enforce Articles 62 and 63 without political discrimination.
A parliamentary training academy will build the legislative and policy capacity of elected representatives. Independent think tanks will be encouraged to contribute to policymaking, subject to complete disclosure and audit of foreign funding. Constituency development funds controlled by parliamentarians will be discontinued because they convert public development money into political patronage.
A constitutional chapter and schedule will guarantee regular local-government elections, defined tenures, administrative authority and direct fiscal transfers. National and provincial finance commissions will devolve resources to districts, towns,
municipalities and union councils.
The media will be protected from improper governmental, commercial and political pressure. It will be encouraged to promote truth, public accountability and the ethical values of Islamic civilization. Urdu will become the effective official language of the state and the principal medium of primary education, supported by a carefully designed multilingual transition for further learning.
We pledge the enforcement of the rule of the Quran and the Sunnah, freedom from foreign dependency, economic progress and prosperity, security of citizens, and the eradication of corruption, nepotism, injustice, and exploitation.
