Youth and Women Participation

Pakistan must create millions of new jobs during the coming decade. Youth policy will therefore move beyond ceremonial programmes and provide a complete pathway:

Education → skills → finance → enterprise or employment → mentorship → growth

Bano Qabil: A National Skills Movement

Bano Qabil will be expanded as Jamaat-e-Islami’s flagship model for free, market-relevant education.

The programme has already spread to more than 70 cities, from Gwadar to Gilgit and Karachi to Kashmir. Its national objective is to train two million young people by 2027–2028.

Training areas will include:

  • Web and application development.
  • Cloud and network technologies.
  • Cybersecurity.
  • Data science and AI.
  • Graphic and product design.
  • E-commerce.
  • Digital marketing.
  • Freelancing.
  • Business communication.
  • Emerging technical trades.

Training will be linked to certification, internships, freelancing support, placement and entrepreneurship rather than ending with classroom attendance.

Pakistan Digital Programme

Youth will receive:

  • Affordable high-speed internet.
  • Need-based laptops and computers.
  • Digital learning accounts.
  • Technical certifications.
  • AI productivity tools.
  • Access to innovation hubs and incubation centres.

Innovation hubs will help transform engineers, doctors, computer scientists and social-science graduates into business and social-enterprise leaders.

Youth Bank and Entrepreneurship

A Youth Bank or dedicated Islamic youth-finance window will provide:

  • Interest-free startup finance.
  • Asset-based financing.
  • Business-plan support.
  • Mentorship.
  • Accounting and legal guidance.
  • Market access.
  • Failure-resolution and second-chance mechanisms.

Priority will be given to businesses that create employment, serve local needs, process domestic resources or develop exportable products.

Z-Connect

Z-Connect will serve as a complete youth platform covering:

  • Educational scholarships.
  • Domestic and foreign opportunities.
  • Employment information.
  • Entrepreneurship support.
  • Career counselling.
  • Sports and fitness.
  • Volunteering and community leadership.
  • Mentorship and civic participation.

Student Representation

The ban on student unions will be lifted. Elections will be held under codes prohibiting weapons, coercion, ethnic violence, harassment and academic disruption.

Student representation will become a training ground for democratic consultation, debate, service and responsible leadership.

Sports and Recreation

Every city, town and village will receive increased funding for sports grounds and healthy recreation.

Separate and safe sports facilities will be provided for young women. Community parks, gyms and fitness programmes will promote physical and mental health.

Local Employment Rights

Local residents will receive fair access to municipal and lower-tier public employment in their own cities. Karachi’s residents, who carry the fiscal, environmental and infrastructural burden of the country’s largest city, will not be excluded through patronage networks.

Recruitment will remain merit-based while ensuring fair geographic access and transparent quotas.

Women: Rights, Security and Opportunity

Jamaat-e-Islami’s women’s policy is founded on the dignity, rights and responsibilities granted by Islam.

Women will receive free compulsory education through matriculation and equal opportunity in higher, technical and professional education.

Inheritance and Property Rights

Women’s inheritance rights in the property of fathers, husbands and other lawful relations will be enforced immediately.

Land and revenue systems will:

  • Record women’s shares automatically.
  • notify female heirs.
  • prohibit mutation without verified consent.
  • provide legal assistance.
  • establish time-bound inheritance tribunals.
  • penalise coercion and fraudulent surrender of shares.

Candidates for public office who have been judicially found to have denied mothers, sisters, wives or daughters their inheritance will be disqualified. Where courts find attempts to transfer or conceal assets, proportionate travel restrictions and asset-preservation orders may apply.

Ending Un-Islamic Customs

The state will eradicate forced and exploitative practices, including excessive dowry pressure, marriage to the Qur’an, Vani, Swara, coercive Watta Satta, Karo-Kari and honour killing.

Religious scholars, local governments, schools, media and law-enforcement agencies will jointly challenge customs that contradict Islam and violate human dignity.

Safe Work and Public Services

Women’s facilitation desks will be established in every major public institution.

Workplace policies will provide:

  • Enforcement of harassment laws.
  • Safe complaint mechanisms.
  • Protection against retaliation.
  • Secure transport where required.
  • Suitable working conditions.
  • Childcare support in larger institutions.
  • Equal access to professional development.
  • Respect for Islamic values and personal dignity.

Women’s Economic Participation

Women will receive access to:

  • Interest-free enterprise finance.
  • Digital and home-based work platforms.
  • Bano Qabil training.
  • Agricultural and cottage-industry support.
  • Cooperative marketing.
  • Professional and technical education.
  • Safe incubation and mentoring spaces.

Women’s participation will not be measured by slogans or elite representation alone. It will be measured through education, ownership, inheritance, safety, skills, income and meaningful participation in society.
