Education Transformation Manifesto
Education as the Foundation of National Renewal
Pakistan cannot be rebuilt through cash support alone. It requires Education Support, Skills Support and AI Support.
Public expenditure on education will be raised progressively from its present low level toward 4–5 percent of GDP, with funding tied to attendance, learning outcomes, teacher availability, infrastructure and transparent district-level delivery.
Education will be treated as a constitutional right and a national-security priority.
Universal and Compulsory Education
Every child will receive free and compulsory education through matriculation. A focused national guarantee will ensure that every girl receives free education at least through Grade 10, with equal opportunity for college, university, vocational and professional education.
The first national objective will be to enrol every out-of-school child through a district-by-district recovery programme:
Child identification → family engagement → school placement → transport or stipend support → attendance monitoring → learning recovery
No province will be allowed to conceal out-of-school children through weak data.
Rebuilding Public Education
The state will strengthen rather than abandon public education. Outsourcing will not become a cover for governmental withdrawal, privatisation through neglect or transfer of valuable public assets.
Where partnerships are used, they will be transparent, time-bound, outcome-based and publicly audited.
A National School Revival Programme will:
Rehabilitate buildings, toilets, drinking water, electricity and boundary walls.
Fill teacher vacancies.
establish merit-based teacher recruitment and training.
provide science, computer and vocational laboratories.
create safe access for girls and children with disabilities.
convert suitable neglected public properties into schools.
The conversion of neglected civic building in Federal B Area, Karachi into an educational facility provides a practical model: unused public property should become a centre of learning rather than remain encroached, abandoned or commercially captured.
Taleem Card
The Taleem Card, first implemented through JI-led local government in Gulberg Town (Karachi) will be developed as a national, transparent educational-support model.
The initial model provides Rs10,000 to eligible students in Grades 3–8 for uniforms, shoes, stationery and school necessities. It is designed as a paperless and cashless system delivered through a mobile application, with participation already extending across hundreds of schools.
The expanded system will:
Verify enrolment and attendance.
transfer support directly for approved educational expenses.
prevent political selection.
prioritise low-income families, orphans and children with disabilities.
publish district-level beneficiary and expenditure data without exposing personal information.
Language, Curriculum and National Identity
Urdu will become the effective official language and the principal medium at primary level. Children must first understand concepts in a language they can comprehend. English and other foreign and local languages will be taught systematically as subjects and gradually used where educationally appropriate.
Curricula will combine:
Qur’anic ethics and Seerah.
Constitutional citizenship.
Science and mathematics.
History and social understanding.
Digital and media literacy.
Environmental responsibility.
Financial literacy.
Critical thinking.
Practical and vocational education.
Islamic identity will not be presented as an isolated subject. Honesty, cleanliness, discipline, service, respect for women, lawful earning, public responsibility and care for creation will be reflected across the educational environment.
Teachers and Institutional Accountability
A National Teacher Development Framework will provide continuous certification, subject training and classroom support.
Teacher attendance, school budgets, infrastructure status and learning results will be available on public dashboards. Community school councils will include parents, teachers, local elected representatives and education specialists.
Education budgets will be audited for actual outcomes. Expenditure announcements without functioning classrooms, teachers and learning will no longer be treated as progress.
Higher Education, Research and Policy Capacity
Universities will be connected to national needs through:
Applied research funds.
Industry-university partnerships.
Public-policy laboratories.
Agricultural and climate research.
Medical and pharmaceutical innovation.
Indigenous defence and engineering research.
Data science, AI and cybersecurity programmes.
Entrepreneurship and incubation facilities.
A parliamentary training academy and independently audited think tanks will strengthen evidence-based lawmaking. Foreign-funded research institutions will disclose sources, conditions and conflicts of interest.
Student unions will be restored through regulated, peaceful and democratic elections. Campuses will be protected from weapons, coercion, drugs and party-sponsored violence.
Implementation Flow at Primary Level
Out-of-school child census → education-finance reform → school rehabilitation → teacher recruitment and training → Taleem Card support → curriculum renewal → public learning dashboard
